Cecil was born on October 14, 1936, the third of six children, to Charlie and Rhea Dorsey in Hearne, Texas. He graduated high school in 1955. After attending TCU for one year, he joined the Navy where he was an electronic spy on submarine duty. Four years later he came home and resumed his education at Lamar University, graduating in 1964 with a degree in Political Science. He then went on to receive his Master’s Degree from the University of Houston.

In 1967 Cecil went to work for the Manned Spacecraft Center, later to be renamed the Johnson Space Center, as the Admin Officer of Mission Operations and then later moved to Property Management in the Logistics Division of Center Operations. It was there that he met Linda Shinault and they were married in 1969; they celebrated their 50th wedding anniversary on February 14, 2019.

Cecil is preceded in death by his parents, Charlie and Rhea Dorsey; brothers, Leon and Kenneth; and sisters, Evelyn and Judy. He is survived by his wife, Linda; three sons, Chris, Mark and Ryan; and six grandchildren: Gabriel, Hannah, Abby, Madeline, Noah and Annie; and his sister, Nita Soileau.
